SPECIAL CALL MEETING OF MARCH 12, 2002

 

 

A Special Call Meeting of the Mayor and Board of Aldermen of the City of Ocean Springs was called to order by Mayor Ainsworth at 5:30 p.m. on March 12, 2002, at City Hall in the City of Ocean Springs.  Present were Aldermen Jalanivich, Lloyd, McDonnell, Carvin, Dalgo and Gill, and Deputy City Clerk Diane Northrop.  Alderman Cody was temporarily absent.

 

Mayor Ainsworth read aloud the following Special Call:

Alderman Cody was present at this time.

 

At this time Architect Carl Germany submitted a bid tabulation for the Board’s review concerning phases I and II of the Mary C. O’Keefe Cultural Center renovation project.  He reported that Fletcher Construction was the low bidder on the base bid, but that KEL Construction appeared to be the low bidder with the alternates items added in.  He wanted additional time to review the bids and told the Board he would have a recommendation for the March 19, 2002, meeting.

Mickey Williams, on behalf of the Friends of the Mary C. O’Keefe Cultural Center for Arts and Education, presented the following information and gave an overview of what activities would be held in the Center.  The group planned to submit a proposed budget for the facility at a later date that would include expenses and revenues for a three-year period.

The City Planner reported that the Save America’s Treasures grant required the City to commit $300,000.00 in matching funds for Phase I of the project.  He recommended that the Board apply for a Capital Improvements Revolving Loan (CAP), which could be repaid over a 20 year period at an interest rate of 3%.  He told the Board that the money would be drawn down as needed and that no interest would accrue and no payments would be due until the last draw on the money was made.

 

Motion by Cody, seconded by Lloyd, to authorize the Mayor to write a letter to the Congressional Delegation requesting an additional $1,000,000.00 in funding for the Mary C. O’Keefe Center project and notifying them that the City was committing an additional $300,000.00 to the project, for a total commitment of $350,000.00.

Motion by Cody, seconded by Jalanivich, to adopt the above and foregoing resolution and authorize publication of the Public Notice regarding application for the CAP Loan Program.
