A Recess Meeting of the Mayor and Board of Aldermen of the City of Ocean Springs was called to order by Mayor Ainsworth at 6:00 p.m. on March 21, 2002, at City Hall in the City of Ocean Springs. Present were Aldermen Jalanivich, Lloyd, Cody, Carvin and Dalgo, and Deputy City Clerk Diane Northrop. Alderman McDonnell was temporarily absent. Alderman Gill and City Attorney Oscar Jordan were absent.
Alderman Cody gave the Invocation.
Mayor Ainsworth led the Pledge of Allegiance.
Architect Carl Germany gave a presentation on the restoration and addition project for the Mary C. O’Keefe Cultural Center for Arts and Education. His presentation included a history of the building and it’s connection to Mary C. O’Keefe, the nature of the renovations and addition, the contributions expected to help fund the project and a proposed schedule for completion.
Alderman McDonnell joined the meeting approximately 10 minutes into the presentation.
Betty Magee asked that the Friends of Mary C. O’Keefe and the City unite as one and make the project happen. She stated that if money were the issue, they would go out and raise the money and find a way.
Mickey Williams, on behalf of the Friends of Mary C. O’Keefe, requested that the City increase its contribution from $350,00.00 to $500,000.00 to help them complete the project. He explained that the additional funding was necessary because he had mistakenly thought that the City had already matched the MAC Grant and History of Archives Grant, which require a 60/40 split and 80/20 split. The Friends of Mary C. O’Keefe had agreed to pledge $60,000.00 toward the project.

Motion by Jalanivich, seconded by Cody, to apply for a CAP Loan in the amount of $500,000.00 for the Mary C. O’Keefe Cultural Center project.

Mr. Williams stated that he believed that they would not need to ask for additional funding from the City for Phase I.
Mr. Germany presented the Board with the following recommendation to award the base bid to Fletcher Construction.

Motion by Jalanivich, seconded by Cody, to award the base bid for the Restoration and Addition to the Mary C. O’Keefe Cultural Center for Arts and Education to Fletcher Construction at a cost of $1,590,000.00 and to authorize Architect Carl Germany to draft the necessary contract.
