REGULAR MEETING OF AUGUST 1, 2000

 

A Regular Meeting of the Mayor and Board of Aldermen of the City of Ocean Springs was called to order by Mayor Ainsworth at 7:00 p.m. on August 1, 2000, at City Hall in the City of Ocean Springs. Present were Aldermen Jalanivich, Garrard, McDonnell, Cody, Cosper and Denyer, and City Clerk Adrienne Howell. Alderman Gill and City Attorney Oscar Jordan were absent.

Alderman Cody gave the Invocation.

Mayor Ainsworth led the Pledge of Allegiance.

Motion by McDonnell, seconded by Garrard, to accept the City Clerk’s recommendation to adopt the budget amendments for FYE 2000 as presented and pass an order authorizing the City Clerk to publish those amendments exceeding 10 percent.

City Engineer

Motion by Cosper, seconded by Denyer, to accept the City Engineer’s recommendation to accept the proposal from Southern Traffic Service in the amount of $499.00 for a 12 hour turning movement count at the intersection of Old Spanish Trail and Beach View Drive.

At this time discussion was held regarding the request of Jon D. Sharp for sewer extension to his property at the corner of Reilly Rd. and Holiday Dr. The City Clerk recommended the Board consider charging customers located outside of the city limits an elevated rate for water and sewer services, as they do not share in the liability and bond payments as do customers/taxpayers living within the city limits.

Motion by Garrard, seconded by Cody, to (1) approve the idea that the City will go outside the city limits to extend sewer to the 11 or 12 homes along Reilly Rd., with the homeowners paying their share and the City paying its share; (2) to set a 60 day deadline for homeowners to enter into an agreement with the City and a 180 day deadline for them to pay their share of the cost; and (3) to check with the Wastewater Authority to determine if there are any objections to adding these homes before proceeding.

Motion by Cody, seconded by Jalanivich, to accept the City Engineer’s recommendation to approve Application for Payment No. 11 in the amount of $122,783.00 ($121,644.00 to Kappa Development & General Contracting, Inc. and $1,138.50 to Engineering Testing Services, Inc.) for federal participating work associated with the Government St. Improvements Project, STP-9604(4)/49-9064-00-004-10, and to issue payment within 3 days of receipt of funds from the State.

DEFINING THE TIME A DEVELOPER’S

Alderman Garrard reported that the property at 1128 Vermont had been cleaned, however, the dilapidated building had not been removed. He requested the matter be held over until the next meeting.

The Mayor reported that Claire Brou had contacted him prior to the meeting and requested her items be removed from the agenda.

Diane Ehrman requested that the City consider purchasing the Ocean Springs Seafood property with public and private funds, and return the use of the property to the public.

Motion by Cosper, seconded by Jalanivich, to authorize the City Attorney to cease working on the ordinance to adopt the International Building Code 2000 and remove it from the working agenda until further notice.
