REGULAR MEETING OF AUGUST 3, 1999
A Regular Meeting of the Mayor and Board of Aldermen of the City of Ocean Springs was called to order by Mayor Ainsworth at 7:00 p.m. on August 3, 1999, at City Hall in the City of Ocean Springs. Present were Aldermen Jalanivich, Garrard, McDonnell, Cody, Cosper, McKay and Gill, and City Clerk Adrienne Howell. City Attorney Oscar Jordan was absent.
Alderman Cody gave the Invocation.
Mayor Ainsworth led the Pledge of Allegiance.
The first item taken up for consideration was the Consent Agenda:
Approve minutes of Recess Meeting of July 20, 1999
Accept Police Chief’s recommendation to place Ptn. Mike Crebassa on permanent employee status with the City of Ocean Springs
Accept Police Chief’s recommendation to promote Det. Richard Killebrew to the rank of Lieutenant effective immediately
Accept Fire Chief’s recommendation to allow six fire fighters to attend a Fire Service Hydraulics Course at the Mississippi Gulf Coast Community College in Gautier at an approximate cost of $200.00 each
Accept Fire Chief’s recommendation to transfer $3,000.00 from 001-161-602 to 001-161-730 to allow for the purchase of a lap-top computer for the Asst. Fire Chief
Accept City Clerk’s recommendation for the Mayor to review the current Statement of Values for fire and extended coverage insurance on City Buildings to determine if any increases, decreases or other changes are necessary
Accept Public Works Director’s recommendation to allow Water Dept. employee Gerald Groue to attend the 24th Annual Water Supply & Pollution Control Short Course in Biloxi on September 13-17, 1999
Accept Public Works Director’s recommendation to accept hire of David D. Nash, effective July 26, 1999, as laborer in the Street Dept. at Band 1/Step 1 ($6.87) of the salary scale and place him on six months probation
Accept Public Works Director’s recommendation to hire Gregory P. Lawrence, effective August 9, 1999, in the Central Shop Dept. at Band 1/Step 3 ($7.55) of the salary scale and place him on six months probation
Accept City Planner’s letter of July 15, 1999, regarding "Variances" as presented at the July 20, 1999, Board Meeting and spread it upon the minutes
Accept City Planner’s recommendation to pay Monica Callahan $3,780.00 for services rendered regarding the Historic Preservation Design Guidelines in accordance with the 1998 Certified Local Government (CLG) Grant
Allow City Planner to attend the Joint Arkansas-Mississippi Main Street 1999 Conference on Downtown Revitalization in Little Rock on September 14-15, 1999, as requested

Motion by McKay, seconded by Gill, to accept the Police Chief’s recommendation to hire Ronald Jefferson Thomas and Jason Raymond Krohn as Patrol Officers.

Motion by McKay, seconded by Jalanivich, to give $1,000.00 to the Ocean Springs Girls 10 & Under Softball Team from the community promotion account for advertising and promoting the attributes and possibilities of the City of Ocean Springs at the National Softball Tournament as soon as the necessary documents are furnished.

Motion by Garrard, seconded by Jalanivich, to accept the City Engineer’s recommendation to pay Invoice No. 3 from X-Cel Construction in the amount of $21,831.76 for services regarding the Queen Elizabeth Drainage Project.

Planning Commission
(Mladnich Documents – Bayou View Subdivision – Rezoning)
Motion by Jalanivich, seconded by Garrard, to accept the Planning Commission’s recommendation to approve the request of John Mladnich to rezone his Highway 90 property from R-1 to R-2 and authorize the City Attorney to draft an amendment to the Zoning Ordinance to accomplish said change.
