RECESS MEETING OF SEPTEMBER 15, 1999

 

A Recess Meeting of the Mayor and Board of Aldermen of the City of Ocean Springs was called to order by Mayor Ainsworth at 7:00 p.m. on September 15, 1999, at City Hall in the City of Ocean Springs. Present were Aldermen Jalanivich, Garrard, McDonnell, Cody, Cosper and Gill, City Attorney Oscar Jordan and City Clerk Adrienne Howell. Alderman McKay was absent.

Alderman Cody gave the Invocation.

Boy Scouts from Troop 271 let the Pledge of Allegiance.

The first item taken up for consideration was the Consent Agenda:

Approve Disclaimer regarding Lot 7, Block 7, Unit 11 and Lots 6 and 7, Block 6, Unit 12, Treasure Acres Subdivision and authorize the City Clerk to sign it on behalf of the City

Accept City Clerk’s recommendation to declare the Ocean Springs Library items in her memo of September 13, 1999, as surplus and of no value to the City and authorize them to be auctioned on November 6, 1999:

Accept Public Works Director’s recommendation to accept the hire of Ben O. Coker on August 30, 1999, as Laborer in the Street Dept. at Band 1/Step 1 of the salary scale and place him on six months probation:

Accept City Attorney’s recommendation to pay the statements from Attorney Joseph Q. White, Jr. dated August 25 and 31, 1999, totaling $175.00 for Deed of Trust Searches:

Audience Request

(JAXCO Cheerleading All-Stars)

Motion by Jalanivich, seconded by Gill, to fund $1,200.00 to the JAXCO Cheerleading All-Stars to be used toward advertising expenses for advertising and promoting the resources of the City of Ocean Springs while competing.

Walter Smith of Groveland Rd. protested development of a road on the right of way between Groveland Rd. and the Wal-Mart SuperCenter. He asked that the City consider vacating the property.

Motion by Gill, seconded by Cosper, to direct the City Attorney and City Engineer to proceed with the process to vacate the right of way located between Groveland Rd. and the WRH, Inc. property, but not the property itself.

Betty Trammel requested the City repair the sidewalks on Bechtel Blvd. and Halstead Rd. She also suggested that the City move the caboose to a location where it could better be seen by the public or give it back to CSX.

Motion by McDonnell, seconded by Jalanivich, to go into Closed Session to determine the necessity for an Executive Session.

The City Attorney announced to the audience that the Board had elected to go into Executive Session to discuss a matter of potential litigation.

After approximately 1 hour and 10 minutes the Executive Session ended and the following motion was made.

(Lawrence Resignation)

Motion by McDonnell, seconded by Jalanivich, to accept the Public Works Director’s recommendation to accept the resignation of Greg Lawrence, Assistant Mechanic, effective September 13, 1999, and allow him to notify Civil Service to begin the process to fill the position which is set up as Band 4/Step 1 on the salary scale.

Motion by Jalanivich, seconded by Garrard, to accept the Building Official’s recommendation to issue a permit for a pier and boathouse to Carl B. Hamilton at 607 Rue Dauphine.

Motion by McDonnell, seconded by Gill, to form a committee consisting of Aldermen McDonnell, Jalanivich and the Mayor to develop a design and cost estimate for moving the caboose between the west side of the Ocean Springs Library and the Community Center in order to develop it into an educational tool for the City of Ocean Springs via the Ocean Springs Public Library.
